The protagonist Hiryuu Ruka is a detective affiliated with the 13th Division, nicknamed the “Sideliners,” a place where misfits of the force gathered. Aside from his regular duties, Ruka has been pursuing the “Cult Massacre” case on his own, but due to his constant problematic behaviors, he is reassigned to the Traffic Division. A situation that he would not have face before, in order to return to the front line as a detective, Ruka takes on the challenges that were imposed on him.

The game centers on Jonathan Ingram, one of the five “Policenauts”, astronauts with police training, assigned to ensure the safety of Beyond Coast, mankind’s first fully-functional space colony in the year 2013. A freak accident occurs while testing a new space walking suit and Jonathan is drifted away into space and is presumed dead by his colleagues. He is found alive and well nearly 25 years later thanks to the cold-sleep module connected to the suit. Three years later, Jonathan (now a private investigator working in the former Los Angeles) is visited by his former wife, Lorraine. She asks for Jonathan’s help in solving the disappearance of her current husband, Kenzo Hojo, the only clues he left behind being a torn leaf, a set of capsules, and the word “Plato”. Jonathan is reluctant to take her case at first. However, after Lorraine leaves his office, she is attacked and murdered by a man in a black motorcycle suit. Jonathan, unable to catch the culprit, decides to fulfill his ex-wife’s final request and travels to Beyond. There he is reunited with his former partner from his LAPD days, Ed Brown, who agrees to help Jonathan investigate the circumstances surrounding Hojo’s disappearance and Lorraine’s murder.

Taking place in the desolate land of Metafalss, a tiny continent built upon the rim of a tower much like the first game’s Ar tonelico, it revolves around two opposed factions: the ruling Grand Bell, which has recently declared war against the Goddess Frelia; and the Sacred Army, who believe that the Goddess enables Metafalss to exist. This ire against the Goddess stems from a failure centuries past at creating Metafalica, a paradise-like land spoken of in legend, which was interrupted by a vicious attack by her defenders. In addition to civil war, Metafalss is ravaged by outbreaks of I.P.D, a Reyvateil-specific disease which causes the victim to execute song magic uncontrollably and do much damage to herself and her surroundings.

However, they are all riddled with problems that, if not resolved, may adversely affect her home world. She is chosen to become a “mediator”, charged with the maintenance of order in these chaotic planes, and so enters a vocational school for training. Episode 1 details her second shadowing of a seasoned mediator, only a few weeks into her first year. She and her mentor enter a world seemingly much like their own, except for this issue of “poverty” with which Winter has difficulty understanding…
