The protagonist Hiryuu Ruka is a detective affiliated with the 13th Division, nicknamed the “Sideliners,” a place where misfits of the force gathered. Aside from his regular duties, Ruka has been pursuing the “Cult Massacre” case on his own, but due to his constant problematic behaviors, he is reassigned to the Traffic Division.
